VACANCY: Monitoring, Evaluation and Learning Officer

1.     Overall Purpose

Responsible to provide leadership to AATF in terms of development and optimization of MEL Strategy that measures program-wide performance and achievements towards outcomes (using the Outcomes & Impact Framework core indicators and other methods as appropriate) including roll-out of new MEL related initiatives. He/She will develop approaches and tools based on clear impact pathways, theories of change, outcomes, and indicators of progress.

He/She will work to ensure that proper monitoring and evaluation is carried out at outcome level and for ensuring that projects at AATF maintain their strategic vision and that all activities result in the achievement of intended outputs in a cost effective and timely manner. In addition, the M&E Officer will build the capacity of project staff in monitoring and evaluation and specifically how to demonstrate impact.

He/she will assist Project Managers in preparing quarterly/annual reports on project progress and will monitor the overall progress of AATFs projects in achieving outcomes.

2.     Duties and responsibilities

Monitoring and Evaluation

  • Operationalize the M&E framework designed for the Foundation including and not limited to: designing program M&E tools for data collection, verification, and management and reporting as well as data audits;
  • Provide technical assistance and quality assurance to Program/Project Manager and officers in their support of activities in project and program monitoring initiatives (including but not limited to the design of M&E plans, data collection tools, data management and analysis), to ensure programs are properly supported by the MEL Unit
  • Develop and oversee implementation of robust context-appropriate systems for data collection, quality assurance, analysis and reporting on activity outputs/outcomes and program quality
  • Participate in proposal development sessions to facilitate and develop Theories of Change, MEL plans and/or Project Management Plans Contribute to the development, design and planning of projects so that (a) projects have a clear and feasible strategy towards impact that is in line with AATF’s mission and strategy, and (b) projects include clearly defined measurable indicators of outputs, outcomes and impact

  • Contribute to outcome- and evidence-based strategic decision-making at AATF and promote a culture of evidence-based learning and adaptation
  • Support programme teams in preparing and managing internal assessments, external program evaluations, impact studies and case studies
  • Compile AATFs Institutional Results Framework to monitor the progress of the strategic plan implementation • Assess the achievement of Key Performance Indicators (KPIs) and work with the project/program team to design effective Quality Improvement (QI) strategies
  • Provide staff support including on-the-job training/learning to strengthen technical capacity on MEL priorities and quality standards\Conduct capacity assessments on existing monitoring and evaluation system;
  • Participate in multidisciplinary teams to develop, implement and evaluate strategic management plans to improve AATF programming effectiveness.
  • Develop tools to be used for monitoring and reporting the adoption of agricultural techologies/biotechologies in Africa, in general, and in sub-saharan Africa, in particular Learning
  • Develop formats and templates to aid documentation of learning from the MEL strategy to organizational growth and decision making processes.
  • Support project leadership to champion holistic approaches to collaboration, learning and adapting (CLA), including design and implementation of an action-oriented project monitoring, evaluation and learning agenda, routine analysis of available data sources, and application of lessons learned and best/promising practices in knowledge management
  • Assist in gathering, summarizing and disseminating relevant technical updates on program planning monitoring, evaluation and operations research within the project;
  • Coordinate mid‐term reviews and evaluation of program activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling‐up in different community settings;

Capacity Building

  • Promote and organize capacity building sessions for different staff categories in Result based management (RBM) and support the Foundation in adopting RBM in all units
  • Build capacity of local communities, partners and staff on the logical framework, data management, AMELIA, data analysis and results‐oriented programming, monitoring and evaluation methods and principles and report writing techniques and requirements for relevant donors to ensure compliance
  • In liaison with Project Managers, organize and coordinate lessons learnt Workshops/review of program work plans with partners and other stakeholders;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate them;
  • Participate in annual project reviews and planning workshops and assist Project Managers in preparing relevant reports;

 Administration.

  • Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports and presentations for major activity undertaken
  • Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs, including input for impact related success stories;
  • Assist in gathering, summarizing and disseminating relevant technical updates on program planning monitoring, evaluation and operations research within the project;
  • Coordinate mid‐term reviews and evaluation of program activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling‐up in different community settings;

3.     Minimum Qualifications and Experience

  • Master’s Degree in Statistics ,  Economics, Business Administration ,Social Science  or any other related field;
  • Five (5) years relevant experience in monitoring and evaluation;
  • Profiency in the use of computer applications including statistical software’s
  • Strong conceptual knowledge about theories of change, logic model, M&E systems design, performance measurement, quantitative and qualitative data collection and analysis, data quality assurance, database management, data visualization and reporting as well as integration of gender into MEL.
  • Proven competency in setting up and implementing multi- programme M&E systems, methodologies & tools for promoting organizational accountability.
