Terms of Reference: Head Office Construction- Supervising Structural Engineer

Introduction

AATF is a not-for-profit African led technology- transfer organization that provides farmers in Sub- Saharan Africa (SSA) with practical technology solutions to overcome farm productivity constraints. Founded in 2003, AATF is driven by the vision of a prosperous, resilient, food and nutrition-secure Africa, where smallholder farmers’ livelihoods are transformed through agricultural innovations.

AATF Head Office Construction Project

AATF plans to construct its Headquarters in Nairobi. The management would like to engage a qualified Individual Consultant(s)/Consultancy Firms to the role of Project Manager to manage the construction project.

In any large-scale construction project, the role of the Project Structural Engineer is critical to the project’s overall success. The Structural Engineer is expected to execute all structural designs for structural works and also designs for civil works.

1.     Overall Roles and Responsibilities of the Structural Engineer

Working under the Project Manager’s Lead Structural Engineer, the Supervising Structural Engineer will be responsible for accurately working out the structural designs for the proposed construction, ensuring it meets both regulatory, safety standards and value engineering as necessary. The Supervising Structural Engineer will undertake the following duties:

  1. Using computer modeling simulations to predict how structures will act under relevant, and varying loading conditions.
    • Calculating loads and stresses on structural foundations, beams and walls, as required by building regulations.
    • Ensuring the structure meets legal, environmental, health and safety standards.
    • Delivery of approved Structural Drawings by the Nairobi County.
    • Advising on suitable materials for building structure and civil works.
    • Preparing structural information to be used for detailed Bills of Quantities for Tender purposes.
    • Developed detailed structural drawings for execution of structural works.
    • Supervision of structural works, including undertaking of various tests for structural materials and elements.
    • Delivering progress reports on structural integrity of the construction.

2. Reporting and Communication

The Project Structural Engineer will provide regular progress reports to the Project Manager’s Structural Engineer. This includes detailed updates on structural milestones, analysis of test results, risk assessments, and any challenges that may require high-level interventions.

3.   Submission of Drawings to County

At this stage, the Structural Engineer will coordinate with the appointed Project Manager’s Lead Architect/Structural Engineer to submit all necessary drawings to the local authority for  approval in compliance with local building regulations and laws.

Present to the Client a Complete Set of Approved Structural Drawings by Nairobi County.

4.     Detailed Design and Tender Action

Once all required approvals have been secured, the Structural Engineer will finalize  detailed  designs and issuing construction specifications for purposes of tendering for the construction works.

5.    Construction Supervision

  • The Project Structural Engineer plays a pivotal role in supervising the construction phase, ensuring that all the structural aspects of the project are delivered according to specified quality and standards.
  • The Structural Engineer will also be responsible for tests that will be ongoing during construction to ensure that the structural design standards are met.
  • Further the Engineer will issue reports of the Structural Integrity of the Structure during construction for the use of the Client.
  • Design and confirm the shop drawings of various structural elements, from beams, columns, roof trusses, etc.
  • Conduct regular site visits, at least once every two weeks, including preparation for all project milestones, to inspect progress of structural works, ensure adherence to quality standards, and address any arising issues on site.

6.  Application Requirements

Interested Individual consultants are expected to submit the following:

A.    Technical Proposal (Not more than 30 Pages excluding annexes/attachments)

  • Understanding of the Supervising Structural Engineer’s Role.
  • Proof of experience in handling similar projects by providing a list of past and present clients for which the consultant conducted similar projects.
  • Indicate years of experience in the field of construction, the minimum experience post registration is Ten Years (10 Years).
  • Submit CVs, academic, professional certificates.
  • Up top date Practice License.
  • Submit at least three Certificates of completion/recommendation letters from previous most recent clients and include contract information.
  • Any other information to support your proposal.

BProfessional Fees Proposal

  • This project will be time and input based; therefore, the breakdown of professional fees should be structured in a similar manner.
  • Budget should be clearly broken down and justified including estimated days of working, and expenses related to every phase.
  • Be comprehensive and inclusive of all applicable taxes.
  • Indicate terms and conditions of payment.

7.    Application Submission

Interested applicants should send their proposal (Technical and Financial) together with other supporting documents to the Procurement Office through  Procurement@aatf-africa.org by COB 5th August 2025 with the subject head HOC SUPERVISING STRUCTURAL ENGINEER”.

8.    Terms and conditions of the proposal

AATF reserves the right to request new or additional information regarding each service provider and any individual or other persons associated with its project proposal. AATF reserves the right not to make any appointment with the proposals submitted.

Service providers shall not make available or disclose details pertaining to their Project proposal with anyone not specifically involved, unless authorized to do so by AATF. Service providers shall not issue any press release or other public announcement pertaining to details of their project proposal without prior written approval.

AATF Service providers are required to declare any conflict of interest they may have in the transaction for which the tender is submitted or any potential conflict of interest. AATF reserves the right not to consider further any proposal where such a conflict of interest exists or where such potential conflict of interest may arise.

9. Confidentiality statement

All data and information received from AATF for the purpose of this assignment are to be treated confidential and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to AATF.
