TERMS OF REFERENCE: DEVELOPMENT OF A TRAINING CURRICULUM ON LOBBYING, ADVOCACY, ANTI-CORRUPTION AND ANTI-TERRORISM FINANCING

Background

The African Agricultural Technology Foundation (AATF) is a not‐for‐profit, limited liability entity with the mandate to access, develop, adapt, and deliver appropriate agricultural technologies for sustainable use by smallholder farmers in Sub‐Saharan Africa (SSA) through innovative partnerships and effective stewardship along the entire value chain.

Project Background

The Open Forum on Agricultural Biotechnology Project (OFAB) facilitates constructive conversations among key stakeholders and decision-makers on agricultural biotechnology. For both policymakers and the larger public, OFAB facilitates quality engagements and conversations on the safety and benefits of modern biotechnology.

Purpose

To develop a Training Curriculum for use by AATF to train the OFAB Project Chapter countries on Lobbying, Advocacy, and Compliance (Anti-Corruption, Anti-Money Laundering, and Anti-Terrorism Financing).

 

Specific Tasks

The Consultant will specifically:

  1. Review existing material within AATF and other publicly available material prior to the development of the Training Curriculum;
  2. Develop a Training Curriculum that covers the following modules:
    1. Anti-Terrorism Financing;
    2. Anti-corruption and Anti-Bribery;
    3. Lobbying and Advocacy and
    4. Electioneering Prohibition.
  3. Develop an appropriate performance evaluation tool including exercises at the end of each module.
  4. Translate the Training Curriculum to French and Portuguese.
  5. Facilitate a meeting to review the Training Curriculum before it is finalized and adopted.
  6. Conduct a Trainer of Trainers Training (ToT) when the Training Curriculum is finalized.

Deliverables/ Output

An appropriate theoretical and practical Training Curriculum in English, French, and Portuguese on the Four (4) modules above.

Experience

  1. A minimum of Master’s degree in Education, Social Sciences, Development Studies, Law, or any other related field.
  2. A minimum of Eight (8) years of experience in leading a curriculum development process.
  3. An in-depth knowledge and understanding of the focus modules.
  4. Outstanding communication skills, with excellent command of written and spoken English (French would be an added advantage).

Competencies

  1. Experience in practicing and implementing the curriculum-specific methodology.
  2. Ability to contribute to and comfortably work in a multidisciplinary setting.
  3. A high degree of independence, flexibility, and ability to meet strict deadlines.
  4. Ability to facilitate sessions.
 

Application Criteria:

Interested consultants should submit detailed technical and financial proposals (not more than 8 pages) covering the following:

  1. Capacity statement.
  2. Demonstrated understanding of the terms of reference.
  3. Proposed methodology.
  4. A detailed work plan; and
  5. A detailed financial proposal.

The proposal should be accompanied by the below annexes:

  1. Curriculum Vitae (s); and
  2. Two reference letters from recent clients with contact details of the referees.

Timeline:

The Assignment should be completed no later than 30 June 2021.

AATF reserves the right to request new or additional information regarding each service provider and any individual or other persons associated with its project proposal.

AATF reserves the right not to make any appointment from the proposals submitted. Service providers shall not make available or disclose details pertaining to their Project proposal with anyone not specifically involved unless authorized to do so by AATF. Service providers shall not issue any press release or other public announcement pertaining to details of their project proposal without prior written approval.

AATF Service providers are required to declare any conflict of interest they may have in the transaction for which the tender is submitted or any potential conflict of interest. AATF reserves the right not to consider further any proposal where such a conflict of interest exists or where such potential conflict of interest may arise.

 Confidentiality Statement

All data and information received from AATF for the purpose of this assignment are to be treated confidential and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to AATF.
